Threat Assessment
Vindicator has recently appeared in Paragon City. He has shown no interest in our operations at this time. He has spent the majority of his time going after every rumor of Rikti activity.
Current surveillance has shown his powers increasing at an alarming rate. He has recently acquired the power of flight giving him more mobility. The power signature of his energy discharges does show several similarities to the Rikti technology we have appropiriated. Early tests indicate that Vindicator may have received his powers by some association with the Rikti.
It is my recommendation that a retrieval squad be sent at the earliest opportunity.
**Update**
Our mole in the Freedom Phalanx recently completed an operation with Vindicator. She claims that Vindicator speaks with a Southern Accent. Analysis of speech recordings made by the mole, indicate that Vindicator is originally from Georgia or South Carolina.
With this, we can assume that Vindicator was present during the Atlanta Incident [See File cry00223569.dat].

History:
The following has been compiled from the numerous sessions Dr. Brown has had with Mr. Stiles since the defeat of the Rikti.
First a little history. Subject is an orphan. He was bounced from foster home to foster home. After graduating from high school early, proceeded to work odd jobs and go to a vocational college in the evenings. He made several attempts to learn about his parents with no success. Frustrated with this and the endless inane jobs endured, Mr. Stiles proceeded to drink more and more. After repeated DUI offenses, his license was suspended.
It was at this time that Mr. Stiles met a court clerk named Isabel Johnson. Twelve months later the two were married. The Johnson family welcomed John into their family with open arms. The next two years showed remarkable change in John. He stopped drinking and successfully received an Associates Degree in Business.
On Isabel’s grandfather’s birthday, May 23rd 2002, the entire Johnson family (her grandparents, parents, 2 sisters and brother) gathered at her grandparents’ Atlanta, GA home. Everything went fine until the went to an Atlanta Braves game.
The following is an excerpt from one of John’s interviews:
“Everything seemed normal…I was getting some hotdogs when everyone started shouting. I figured someone knocked another homerun. I turned and saw the discs and the shapes pouring out. I hurried back just as these things started firing into the crowd. It was crazy. Everyone started running. I was able to get to Isabel and her brother Billy, but we couldn’t find anyone else. We started running. I think we were heading to the exit gates. People were screaming. Most were cut down. Some were pulled back into the circles. I felt this burning in my left leg and fell down. I looked and saw part of my leg laying a couple of yards away. And Isabel …
“…she was dead. Isabel was dead. I just lay there holding her. I felt myself being dragged away from her. I turned and one of the bastards was pulling me towards one of those circles. It looked at me and the rest is kind of a blur. I can remember pain. Brief flashes of imagery. Bright lights. Figures bending over me. The next clear memory I have is waking up in the Atlanta Medical Center months later. With both legs intact.”
Mr. Stiles does not show any physical trauma except that his lower left leg is not the same shade as the rest of his skin. It is pale and will not tan or darken.
Shortly after his release from the hospital, he began exhibiting brief bursts of energy. After hearing about the Rikti situation in PAragon City, John left Atlanta immediately and proceeded to head north, refining his abilities along the way. He showed a ruthlessness that was alarming. Due to this, he was ordered to visit this office twice a month for his first year as a condition of his Hero License. He has mercilessly attacked Rikti and Lost whenever he has found them with zero regard for his own well-being or innocent by-standers.

Summary:
At my urging, John has joined one of the many Super Groups working in the area. The interaction with other heroes has helped him work through many of his issues. Now instead of revenge, he is taking to the streets to help people. Through our sessions, I have seen a change in John. Instead of barely contained Rage, he has exhibited signs of caring and compassion. Previously, he would attack any members of the Lost he came across. Now he is actively working to help rehabilitate them.
Conclusion:
John Stiles a.k.a. Vindicator has successfully completed his court appointed therapy. I officially certify that he is mentally and emotionally stable and have signed that he meets the medical requirements for the Hero ID application.

John woke weeks later in a hospital with no memory of how he got there. The last thing he could remember seeing was his wife’s lifeless body as he was being dragged towards a circle of light.
Time of Discovery
Shortly after his release from the hospital, he began exhibiting brief bursts of energy. After hearing about the Rikti situation in Paragon City, John left Atlanta immediately and proceeded to head north, refining his abilities along the way. He showed a ruthlessness that was alarming, and he was ordered to visit the office of noted Psychiatrist Dr. Freda Brown twice a month for his first year as a condition of his Hero License. He has mercilessly attacked Rikti and Lost whenever he has found them with zero regard for his own well-being or innocent bystanders.
Time of Healing
At the insistence of Dr. Brown, John ordered a costume from Icon; he was very specific about the design without knowing why, and he took the name Vindicator. He joined the Twilight Aegis after teaming with two of its founding members, Omnithorpe and Grizzam. Despite the turmoil that would eventually challenge this team, Vindicator found strength amongst its members.
Time of Breaking and Mending
At some point in early 2003, the Twilight Aegis dissolved. The only member on record is currently its leader, Judgment, aka Iudicium. A handful of former members, including Vindicator, created a new team, The Gauntlet. Vindicator and most members of the Gauntlet also worked for Gauntlet, inc and its sister corporations. While the Gauntlet as a team is now non-existent, Gauntlet Inc. is still running and has among its employees Vindicator, Angrytownsman, The Reformed and others.
Current
With the Gauntlet seemingly disbanded, Vindicator has joined a loose coalition of heroes tagged the Guruverse. Vindicator has noticed several power fluctuations recently. Most seem to occur when Slow Burn is in the immediate vicinity. To help mitigate this effect, Vindicator now has a suit of armor that was made to help him better channel his power. Even so, he is often compelled to don the red and blue suit.
